How to apply for a disabled person's travel pass

Walking difficulties (as a result of losing a leg in active service)

If you have a serious walking difficulty and it is due to losing a leg in active service, you may be eligible for a travel pass.

This means being unable to walk 100m (110 yards) without stopping, severe discomfort or help from another person and who are so certified by the British Limbless Ex-Service Men’s Association (BLESMA).

You will need to provide the following:

  • The applicant must provide evidence from British Limbless Ex Servicemen Association (BLESMA) that the serious walking difficulty is as a result of losing a leg in active service. This evidence must be a supporting letter from a BLESMA Support Worker.

AND, one of the following must be provided:

  • Evidence that the applicant can provide proof they receive the higher rate mobility component of Disability Living Allowance
  • Evidence that the applicant has Personal Independence Payment (PIP) where the award is for at least 8 points in the “moving around” activity
  • Evidence that the applicant is in receipt of the War Pensioner’s Mobility Supplement
  • Evidence that the applicant is in receipt of a Blue Badge for mobility.

Alternatively, if unable to provide any of the above, you will need to:

  • Complete all questions within the application form and provide supporting medical evidence that show the applicant meets the eligibility criteria.

The information will be assessed by independent medical advisors and you may be required to attend a brief in person assessment.

You will also need to provide the following:

  • Proof the applicant's address is within Greater Manchester.
  • A recent, good quality photograph showing the applicant’s full face without a hat.

Please ensure that you have all of the above eligibility criteria to hand before completing the application form.

Once the application form is completed it can be sent in either paper or digital format (via email). All supporting evidence must be sent with the application form.

The paper forms are to be sent to:

If you feel that you meet the eligibility but don’t have the requested evidence, please contact us on the above and we may be able to offer support to complete the application form.

Once your application is submitted we expect to process the outcome and inform you within 6 weeks. If we need any further information we will contact you on the details you have provided within the above stated 6 week period.
