CCTV Privacy Notice
Transport for Greater Manchester (TfGM) uses Closed Circuit Television (CCTV) across the Bee Network. This includes:
- Highways;
- Bus Stations and Interchanges;
- On board buses;
- Metrolink stops;
- On board trams;
- Guided busways;
- Park and Ride sites;
- TfGM buildings and facilities;
- Body Worn Video cameras;
- Vehicle Dash Cameras; and
- Aerial Drones;
For some Bee Network services, we work with the commercial operators who run them on our behalf to implement and manage the CCTV systems.
This notice provides information about how we use the images collected via these CCTV systems.

Requesting CCTV footage
CCTV footage can be requested from: Data.Protection@tfgm.com
When submitting your request, please provide as much information as possible to help us identify the relevant footage (including the specific date, time & location, and a description of the incident and/or any individuals involved).
If you are requesting footage of yourself, we will need to verify your identity before we can disclose any footage. If you are requesting footage on behalf of someone else, we also require evidence of your authority to act on their behalf.
If you are a Law Enforcement Officer, please submit your request on the relevant ‘Personal Data Disclosure Form’.
Purposes
We collect your personal information for the following purposes:
- Protecting the health and safety of our customers, employees and other members of the public;
- Crime prevention, detection and prosecution;
- Operational management;
- Highways monitoring (including real time and retrospective analysis);
- Business continuity and emergency response planning;
- Accident and incident reporting;
Categories of personal data
To carry out these purposes we collect and obtain:
- Visual images, personal appearance and behaviour;
- Audio recordings (certain CCTV systems only, including Body Worn Video cameras and some Bee Network bus services);
- Incident and accident details;
- Vehicle Registration Numbers (VRNs)*.

Legal basis for processing
The legal basis we rely on for processing your personal information is:
- The processing is necessary for the performance of a task carried out in the public interest, including our duties under the Traffic Management Act 2004 (as conferred by the Greater Manchester Combined Authority Order 2011), the Health and Safety at Work Regulations, the Environmental Protection Act 1990, the Civil Contingencies Act 2004, s99 of the Local Transport Act 2008; or
- The processing is required by law.
Information sharing recipients
We may share personal information about you with the following types of organisations:
- Operators of Bee Network bus services
- Go North West
- Diamond
- Stagecoach
- First
- Metroline
- Other Service Delivery Partners e.g. Keolis Amey Metrolink who run the local trams;
- Suppliers – in order for them to deliver services on our behalf;
- Police and other law enforcement agencies in relation to the prevention or detection of crime and/or the apprehension or prosecution of offenders;
When you contact us with a query or request, we may share it with the relevant Service Delivery Partner for that service. In some circumstances, they may respond to you directly.
Sources of personal data other than the data subject
As well as information directly collected directly from you, we also collect or receive information from:
- Greater Manchester Local Authorities – CCTV for highways monitoring purposes on their behalf.
Automated decisions
For this processing, all the decisions we make about you involve human intervention.
Data retention criteria
Our permanently sited highways monitoring cameras do not record any footage. They are used for real-time monitoring purposes only.
Our other CCTV systems hold footage for between 7 – 31 days, depending on the system. After this time it is automatically overwritten, unless footage has been secured in relation to an incident or request. Secured footage is held for longer periods, in line with our Retention Schedule.
Rights of individuals
You have a right to be informed about how and why your personal information is being processed. This notice fulfils that obligation.
